Northeast Ohio Community Alternative Program

Fact Sheet


Who We Target:  Those offenders who pose the highest risk for continued criminal conduct.

The Ohio Risk Assessment System (ORAS) is utilized to identify risk for recidivism (re-offending). 
Offenders who are identified as  Moderate, High or Very High risk for re-offending on this assessment instrument are targeted for the program.

ORAS Sub-Scales:  Criminal History, education/Employment & Financial Situation, Family & Social Support,  Neighborhood Problems, Substance Use, Peer Associations, Criminal Attitudes & Behavioral Patterns.


What We Target: Criminogenic Needs (Crime-Producing)

*Pro-criminal and anti-social thinking/beliefs/attitudes *Lack of self-control
*Pro-criminal and anti-social feelings/emotions *Anti-social peer association
*Inability to obtain and maintain employment *Lack of anger control
*Poor problem-solving and life management skills *Substance Abuse
*Lack of positive unit and family *Impaired moral reasoning
*Lack of pro-social leisure activities *Lack of pro-social role models
*Receiving reward through criminal conduct *Lack of relapse prevention skills
*Need to manipulate and control others

*Thinking for a Change *Criminal Thinking
*Driving With Care *Anger Management
*Chemical Dependency Treatment *Aggression Replacement Training
*Moving On
              Each of the treatment groups listed above focus on skill-building and cognitive restructuring through role-play and other cognitive-behavioral techniques.

Myths and Facts:

Myth
Fact
NEOCAP is only a drug and alcohol program.
NEOCAP addresses all criminogenic needs based on risk/needs assessments.
NEOCAP is only for single offenders.
NEOCAP addresses the criminogenic needs of both single and married offenders.
Offenders who are employed should not be placed at NEOCAP.
NEOCAP works with offenders who are viably employed to  maintain employment while at the same time addressing their other criminogenic needs.


Only older offenders should be placed at NEOCAP.
Adult offenders who pose the highest risk for continued criminal conduct should be placed at NEOCAP regardless of age.
