NEOCAP has a resident phone system available to all residents for making collect phone calls. Residents may only make calls to those numbers that are on their approved phone list.
Purchasing Phone Talk Time:
Cash / Money Order: Family members may place funds on a resident's account by visiting the facility Monday through Friday and dropping off cash or money order during business hours of 8:00 am to 4:00 pm and requesting it to be placed on his/her commissary account.
The Resident will be able to transfer the funds to their phone account as needed. (Note: No fee associated with this method of payment.)
Credit Cards: Credit Cards can be used at the Lobby Kiosk between the hours of 8:00 am and 10:00 pm any day of the week.
These funds will be placed into the resident's commissary account and he/she will be able to transfer the funds to their phone account as needed.
(Note: there is a $3.25 fee (or 10%, whichever is greater) for using a credit card or debit card.)
Option 3 Phones Only - No Commissary
Family and friends can call 1-877-998-5678 to deposit funds directly to a resident's phone account. Deposit amounts range from $25.00 to $100.00.

Requesting Reimbursement of Unused Talk Time:
Former residents can request a reimbursement of unused funds by calling Combined Public Communications at 1-877-998-5678.
