  NEOCAP
Northeast Ohio Community Alternative Program

Resident Commissary:

NEOCAP has a commissary available to all residents for purchasing hygiene, food, and supply items.  Residents may place orders once per week with a $50.00 order maximum limit.

Residents may transfer funds from their commissary account to their phone account.  If a family member wishes to specify funding only to the phone account, follow the instructions for placing money on the phone account.  (Transfers from the commissary account to a phone account are not included in the maximum weekly order limit.)

Placing funds on a Commissary Account:

Option 1

Family members may place funds on a resident's account by visiting the facility and dropping off cash or money order during business hours of Monday through Friday 8:30 am to 4:30 pm and requesting it to be placed on his/her commissary account.

(Note: No fee associated with this method of payment.)

Option 2

Family and friends can place funds into the lobby ATM machine if dropping off after business hours.

(Note: there is a $3.25 fee (or 10%, whichever is greater) for using a credit card or debit card.)

Option 3

Family and friends can visit www.jailatm.com to deposit funds directly to a resident's account.

(Note: there is a $3.25 fee (or 10%, whichever is greater) for using a credit card or debit card.)

Reimbursement of Unused Money:

All funds remaining on a resident's commissary account will be reimbursed at the end of their stay.  If a resident is negatively terminated, outside of normal business hours or with extenuating circumstances, the check will  will be forward to the jail or probation department.
